"Nuclear Terror is a disaster to the humanity... need to prepare effective countermeasures"



WINS in connection to Seoul Nuclear Security Summit, will participate in Nuclear Industry Summit on 23rd March, and the president of WINS Roger Howsley will visit Korea.

Roger Howsley said in the interview on 16th, "When Nuclear Terror happens, not only world's economy, but also human welfare and environment will be highly damaged. This is the reason why the representatives of each nation and the personnel related to nuclear, will have to take the threat of nuclear terrorism seriously and prepare effective countermeasures"

After the Fukushima Nuclear Accident, 'Nuclear Safety' has been world's important issue as well as 'Nuclear Terrorism'. One of the agendas of this Summit is 'the connection and enhancement measures of Nuclear Security and Safety'

Related to this, he also emphasized "It is the choice of each nation whether to use Nuclear Energy, but it is necessary to settle the organizational culture with high level of Nuclear Security and Safety in order to use nuclear energy peacefully"

Roger Howsley added, "It is not safe until all nuclear materials and related facilities are fully secured", "because the security is as important as the safety and environment problems, all the nuclear related institutions and corporations whether public or private, should provide yearly report on the Management and Supervision"

He explained, "WINS is keen to share the guidelines of nuclear security in order to achieve the most effective security", "WINS and IAEA are playing the pivotal role in introducing and improving the optimum practice for all nations and industries related to the nuclear security". WINS plans to publish the guidebook of optimum practice(Securing the Future) during this Summit period.

It is the collection of all 26 guidelines that WINS has published in last 2 years.

Howsley said, "We believe that the informations, regarding how nuclear security is supervised by each nation and nuclear industry, should be opened to public", "It does not mean the sensitive nuclear informations to be publicly opened, but there should be a way to make the measure of Management and Supervision more transparent"

He also emphasized, "Some nations and corporations still keep secretive attitudes in their nuclear related activities and responsibilities", "Communication and cooperation through provision of more detailed information is the key point in order to improve Nuclear Security and Safety"
